Sub Accounts

I am unable to manage or add sub accounts. I have followed the steps several times using three different browers. There is no option displayed to add sub accounts. I only get to where it shows that I have no sub accounts but no button or tab to go any further.

I just checked my profile page, the add sub account link is there at the end of all my sub accounts.  Looks like the option to give the sub email is gone.
