What is POP Account option in email settings?

What is the POP tab for in the email settings?  Mine says this:

Existing POP Account List POP Name POP E-Mail Address Action
There are no POP accounts currently configured.

it allows you to configure the webmail to access and retrieve a third party email account/addresses... simmilar to the way outlook works...
