check boxes (delete,move) are in administrator, but need them in 2nd user also

What is the OS and Version that this computer is running?
For example Windows XP SP3.

windows 7 professional service pack 1 64-bit
problem is when i open admin e-mail i get boxes to check to delete move etc,
but do not get boxes to check in my 2nd user mode.
