Some how the link is wrong.

The correct link is https://www22.verizon.com/foryourhome/vzrepair/vziha/ihaemail/emailtroubleshooter.zip

I tested the link with IE and Opera.

Did you try the Fix your email Verizon email account at https://www22.verizon.com/ForYourHome/VZRepair/vziha/Service.aspx?ihaweb=EmailFix

I wish you good luck with this.

Your definitions look wrong to me.

Here are my definitions that work just fine, while connected to the Verizon network and when accessing my email from other networks:

Port 465 is an SSL port for outgoing, not incoming.

Try  changing the port definitions.

What kind of update are you looking for? The OP had a definition error, he has never come back to say whether he changed it and it worked or not.

What "same error" are you getting? What environment? Nobody can help if you don't provide more detail.

Unfortunately I do not have a specific fix, as there are apparently a number of causes of that error. Here are a couple:

1) Having "secure password" checked on the Servers tab.

2) Interference from an anti-virus program. Are you using one? If so, which one? McAfee is apparently one anti-virus that causes major interference. You might try disabling the email scanning function and see if that changes anything.

Does this email work without trying to use SSL?

As to the problem with downloading that program, I am sorry, I have no idea, I would not let that program touch my PC. Just my opinion of course....
