Anyone in Maryland suffers from low download speed?

I got my FIOS a month ago (I chose 50/25 Internet service) and it performed wonderfully until recently.  Nowadays, I get a download speed of 20 Mbps if I get lucky.  It's usually around 15 Mbps.  Interestingly the upload speed hits 25 all the time. 

 I've connected multiple PCs directly to the router to trouble-shoot and the result is the same, meaning that my PCs are not responsible for this recent speed drop.

Is anyone in Maryland having a similar issue?

Definitely for past couple of months - so bad this week seems to be interfering with phone.

And I ran the Verizon Optimizer, it got about 20% SLOWER.

Today I'm getting 9 Mbps for download and 4 Mbps for upload on a PC directly wired to the router.  Is this a joke or what?
