Are there any escalation paths for unresolved FiOS Internet issues?

I have been experiencing an issue with degraded internet speeds during the evenings and over the weekends for 6 weeks now (yes, validated with CSRs and VZ Speed Test site).  After 6 weeks and 4 tickets (last one still open) it has been acknowledged that there is an issue in the CO and "they are working on it but there is no ETR."  

While (most) of the CSRs have been professional, pleasant and wanting to help, their hands appear to be tied as this is a network group issue; and this group apparently they can't be contacted directly.  Does anyone have any suggestions for successfully escalating issues like this (besides calling 800-Verizon or their Repair# 888-553-1555)?
