basement - wanting wired line for tv and internet - 55 + 55 charge

is that correct? I was told over the phone to get the 55 dollars option for computer in the basement to get a wired line down there and also 55 dollars for tv in the basement? currently I have no coaxial or jack in the basement I am trying to get a line in the basement to get internet and tv? is that the correct action and course?

That's about correct for what Verizon and a low voltage electrician would normally charge for doing wiring. If you're comfortable with doing your own wiring and your splitter for connecting all FiOS devices up to the network is in the basement, you should be able to get pre-made cable or make your own cable for just a couple of dollars. For the Wired network access, long lengths of cable also go for well under a hundred dollars, and keystone wall jacks to make everything look nice are a few dollars a piece. If the router is on the first floor, I suppose it shouldn't be too hard to wire up.
