The first week I had the service I was getting the advertised 15/5. Now, I'm getting around 6 - 7M down, though consistently 5M upload. That has to tell me something is up. I have had the same computers and phones (2 iPhones) connected from day 1.
Also I notice that I get varying speed test results on different sites, though the upload is still very close to 5M. However, the download has ranged
Even Verizon's own test site has me showing 4Mb down and 3Mb up. I'll try their optimizer....

I would suggest you run the Argonne National Laboratories speed test. It is quite good at telling you where the bottle necks are in the connections.
