Expedite Fios

At the end of the week I am moving into a renovated apartment building that is not recognized as completed by engineering yet (blocked out until Sept 7th) How do I contact them to expedite the process as I cannot wait a month for internet since I work from home.

The building has the hookups already for Fios and Comcast and tenants are moving in now.

Please help.
