Is your name George? Just kidding. What browser are you using to run the tests? I know Firefox 3.7 and prior messes with upload speeds. Version 3.8 fixes it. But all is fine on the other side or the river. I have 43/35 on a 35/35 connection, but perhaps some others with 15/5 could provide feedback.
One more thing. Welcome to the community.
make sure you're testing with a hardline connection (no wireless)
make sure you have optimized at http://www.verizon.net/optimize
and
make sure you are testing at http://speedtest.verizon.net
let us know what the results are there under those conditions.
my speed tests are rocking, I get noticeably slower speeds on wireless, but that is natural.
I used speedtest.net and got the following interesting results:

Observations:
1. Computer configurations may have impacted the speed tests;
2. Browser verion of IE may give different results;
3. Chrome seemed to perform consistently across both computers but gave a download drop off in 1 case.
I will do more tests later with the verizon speedtest package.

I am paying for 25/15 service, here are my results from Firefox, IE, Chrome, and Safari, all within about 15 minutes on the same wired PC with:
Windows 7 64-bit
2.2 GHz Core 2 Duo
4 GB of memory
No optimization as that does not appear to be needed (or work) on Windows 7.
I ran all tests to the same Speedtest.net server in Dallas (less than 50 miles):
Firefox: 3.5.11 30.55/21.93 16 ms ping
29.80/15.09 46 ms ping
IE 8: 98.0.7600.16385 29.44/12.85 47 ms ping
Google Chrome: 6.0.472.53 29.68/16.44 48 ms ping
Safari: 4.0.5 30.22/15.07 46 ms ping
I ran the Firefox test twice since the first one had such a low ping time and the others were much higher. My take from this is:
- The browser makes very little difference on this particular speedtest (no idea on others)
- The ping time probably has a big effect on upload speed but not download. Yes or no?
Just out of curiosity I disconnected the PC from the wired connection and did a wireless test with Firefox using the same PC:
Firefox (wireless) 19.58/15.80 48 ms ping
Big difference on download, none on upload (and in the past I have gotten 25+ mbs down wireless on this same PC, it may just be pot luck).
Don't know if this helps at all, but at least for me it appears I am getting the speed I am paying for.

Note the changes between Firefox 3.5.11 and version 3.6.8. Also IE: 5.0 and IE: 8.0.
You had very out dated software on both. For security reasons you should make sure your software is updated on a regular basis. As mentioned, there are known upload issues with Firefox Versions prior to 3.6.8. I may have said 3.8 before, but ment 3.6.8. Also IE:5.0 is very old and probably is looking for modem speeds.
Chrome is not that old of a browser and is stripped down for speed. Google Chrome uses the same browser engine as Apple Safari and is not perfict either, as Apple would like everyone to believe.

I personally wouldn't test at speedtest.net A) a lot of them are mom and pop shops that may or may not have enough bandwidth to support you testing there. B) you get HUGELY and WILDLY varying results there. and C) most speedtest.net servers are designed for cable modem customers that don't have large uploads.
test at verizon's speedtest site, if you get a bad result there, verizon will listen to that. you can call and say hey I have slow speeds. if you test anywhere else, they can say, it's the server you are testing at.
I PERSONALLY used to test at speedtest.net until I got over a 10 mb upload. most of their servers can't handle it. I even have a ds3 at work and if I test there, I get horrible results, even though my real world tests are just fine.
stick to the verizon one. Most fios users are getting more than what they are paying for

I'm thoroughly frustrated with Verizon right now. 😞 Internet has been very slow today, actually the last day or two. Ever since the big storms/flooding here in Texas. I called support and just spent a useless hour of my life running all these tests (unplugging ONT, rebooting computer, disabling firewall, pinging Google, etc) and finally after all this the tech says well tests are fine, it must be your computer, call Dell. Well I can tell you that it is not the computer. I'm pulling 4.5mpbs download and 22/25 up. I'm on the 25/15 plan. Shouldn't I be getting much better download speeds?
The tech wouldn't really pay any attention to my speed reports because they were not coming from verizon speed test. Well......my browser won't let me install their speed test because of an active x unknown publisher issue. Windows completely blocks it and I can't force it like you can some of those installs.
I also downloaded their in home assistant and that software won't work either. Not to mention their crappy website that has about 4 ways of looking at things.
Sorry...just venting because they frustrate the hell out of me. If I didn't love fios and my DVR programming when things are working properly, I would have ditched them already.
Can anyone tell me what kind of download speed I should be seeing? I know the internet was moving a lot faster than this. I did my speed tests on cnet and also on speakeasy. Consistently getting under 5mbps on the download. Seems slow for my plan and what I was used to.

ps..she also had me do the optimizer and that didn't make a bit of a difference. I kept asking her to enter a trouble ticket and she just drop kicks me to Dell.
Having the same problem with my 25/25 connection here in Dallas in both m-labs and the verizon test using the Centra (Texas)l server give me stuff like:
running 10s outbound test (client to server) . . . . . 25.42Mb/s
running 10s inbound test (server to client) . . . . . . 1.31Mb/s
Web100 reports the Round trip time = 17.33 msec; the Packet size = 1448 Bytes; and
There were 126 packets retransmitted, 363 duplicate acks received, and 414 SACK blocks received
The connection stalled 14 times due to packet loss
The connection was idle 6.78 seconds (52.15%) of the time
This connection is sender limited 2.35% of the time.
This connection is network limited 97.65% of the time.
Excessive packet loss is impacting your performance, check the auto-negotiate function on your local PC and network switch
So I tried running the test to different servers - the South East (South Carolina) server gives me this:
running 10s outbound test (client to server) . . . . . 24.65Mb/s
running 10s inbound test (server to client) . . . . . . 25.01Mb/s
Web100 reports the Round trip time = 144.68 msec; the Packet size = 1448 Bytes; and
No packet loss was observed.
This connection is sender limited 98.9% of the time.
This connection is network limited 1.09% of the time.
So the performance is there, as long as you don't have to do a lot of routing through the DFW area.
