FiOs is throttling my speeds

I have the 85/35 Fios plan and when I do a speedtest, I get those speeds. But there's a difference between that and constant speeds when it comes to things like uploading and downloading things. When I'm on the internet, pages are loading slower than ever, and my constant download and upload speeds are dropping hugely. For example, on file upload sites like MEGA, where I used to get 3 mb/s up and down, I now get 500 kb/s or less. Another example, on Usenet, I used to get an average of 9-10 mb/s downloading. I now get less than 1 mb/s. And its not my computer because I have high specs and have been using the same computer the entire time I've had FiOs. I also know its not my ONT or my router because both are fairly new as they were replaced by FiOs a couple of weeks ago. I'd like to know why my speeds have dropped...

I don't think Verizon is singling you or anyone out .. I upgraded to Quantum a few months ago, and the on-network speed tests are great, however the off network speed tests are disappointing to put it very politely. I have a very hard time telling the difference between before and after the upgrade, even though in theory my speed has tripled.

I don't claim to speak for Verizon, but I suspect what has happened is Verizon is sold an enormous amount of downstream bandwidth in the past several months. There has been no corresponding increase in Verizon capacity upsteam, i.e. they have not materially upgraded the links to the 'outside' world even though they have probably doubled the bandwidth available to the customers. I think this gross  'oversale' of bandwidth is an unethical business practice.

I'm just another user like you and I also have the 75/35 plan and it does always yield speeds ~84/35 on various speed tests.  However, my real world experience is that speeds can vary once you get outside of the Verizon network due to the very nature of the Internet.

There are some servers to or from which I can always saturate my connection.  I run (and recommend) DU Meter for real world speed results and to certain servers I can always see ~10 megabytes/second down or 5 mB/s up.  Other servers are much less reliable.

I have a friend in central Europe who I have Skype video calls with fairly often.  Our connection is usually very stable and we see ~5 mb/s in each direction.  Last weekend out connection was lousy.  Using Ping Plotter we could see there was a big jump in latency at the point where our connection left the Atlantic and started across Europe.  There was nothing we could do about it, the problem lasted a couple of days, and then poof...it just recovered.

You might do a traceroute to the servers you're having the problem with to see if there's a delay within or outside the Verizon network.  That may shed some light on where the slow down is happening.

In any case, I've never seen anything to make me suspect that Verizon is actually throttling speeds.

Want faster speeds when connecting your multiple devices? We can help.

As one of our heaviest FiOS broadband users, you would benefit from increasing your Internet speeds. We recommend our next tier of service, FiOS Quantum™ internet. With 50 Mbps download and 25 Mbps upload speeds, you can stream TV shows and movies instantly, game with virtually no lag time, and download and upload in a fraction of the time.

Upgrade to 50 Mbps (downloads) / 25 Mbps (uploads) for only $10*more per month.

No technician visit required.

Imagine this sitting next to your antivirus. I told my wife they were throttling us, I guess they want more money. Problem is I'm on disability and of course money is tight. The computer is about the only thing I can do. So you are saying , the plan doesn't matter due to bottlenecks and such. I guess I'll stick it out with my current plan until it slows to a 14.4 speed. One thing you can do is use Linux. It seems to be faster than a windows box. One last thing. It's funny you can use a "Smartphone" , hook it up to your router and get faster speeds than Optic. Yea right they don't throttle. Oh, I used a throw away email and proxies to post this. So Suck It Verizon.

I've noticed that my upload speeds are paltry too. While I should be getting 35mb/s upload, I'm lucky if I get a jittery 1.5mb/s. It is often even less than that.  I've used the Carbonite service to back-up my files--some 200 gb--and maybe this has triggered some form of throttling by Verizion? But the counter argument to that is that my iPhone on my wifi easily clocks 15mb/s upload on Speed Test, while only my PCs have the upload issue. For all of my devices the download is always better than 35mb/s and often better 50mb/s on my 50/35mb plan.

That leads me to believe it is something in my PCs settings. I've run the FIOS optimizer several times--says I'm optimized. I've checked my wifi adapter settings.  I've even played with enabling and disabling WMM and QoS---best downloads by far are when WMM and QoS are enabled.

This has been going on for months, so I am stumped.

Are you running the speed tests on your PC's with a wired or wifi connection?

If it's wifi, I suggest as a first troubleshooting step you connect at least one of those PC's to your Verizon router via Ethernet to pin down whether the issue is with Verizon or your wifi connection.

In your advanced Filtering you need to block the following IP addresses and reject them in the operation:

206.111.0.0 - 206.111.0.255

173.195.55.0 - 173.194.55.255

173.194.7.0 - 173.194.7.255

This solved my problem of Verizon throttling my speeds!

Now I am watching Netflix, Hulu, Facebook, & YouTube without a problem and no lag.

Tested and PROVES that Verizon is throttling.

That doesn't prove VZ is throttling you.  If you were being throttled, you would be throttled inside VZ's network

All that shows is that certain peering points are overloaded.

If you are using windows 7 there is an issue with how some programs can send data. Look at this article http://social.technet.microsoft.com/Forums/windows/en-US/d047ba5c-9c25-4089-85fc-569693870d71/winsoc...

There is a registry key you can set and at least for me, I now can upload at the full speed I am paying for.

Which registry key did you modify?

The key in the article does not appear to exist on my win7 systems

"Looks like afd.sys of windows 7 uses new registry key named HKLM\SYSTEM\CurrentControlSet\Services\AFD\Parameters\DynamicSendBufferDisable (DWORD)"

Are you saying to modify the key

 HKLM\SYSTEM\CurrentControlSet\Services\AFD\Parameters\Default Send Window

 from fc00(64512) to 400(1024)
