OK, Advanced>Port Forwarding Rules, Protocol HTTP changed back to HTTP TCP Any->80. 

Firewall->Port Forwarding->Advanced 192.168.1.4, Custom Ports, TCP, 8080, 80, (Forward to Port) 80, (Schedule) Always->Add->Apply.  Check mark still appears highlighted on Rule, but status shows “Active”.  Browser address set to {edited for privacy}, reply “74.110.222.80 refused to connect”. 

Browser address of 192.168.1.4:80 is working.  Man, this thing is fighting me.

Can you upload a screenshot of your G3100 port forwarding GUI? This is hard to get the correct configuration using words.

You need Custom Ports, Advanced, Protocol TCP, Source Port Any, Dest Port 8080, Forward to port 80.

That was it! Thank you so much!!!!  (Heck, I even ordered a Wi-Fi extender for next Christmas season because I got sick of walking back to house to use a local connection.)
