Okay I think I found the problem.
Is the Moca light at the ONT supposed to be flashing or solid?
Depending on your answer will depend on whether it is resolved or not.
Well it was solid but it is flashing at a steady like 1sec on 1sec off pace. Which is different than the spastic green flashing from before.
After 3 techs and 4 routers, here is what I think was wrong.
The Coax cable that the installers used to go from the ONT to the splitter has a bad ground.
I was working on it and felt a low voltage through my fingers, I noticed that some of the braids had extended past the termintation connector. I have a couple of spare coax cables laying around and swapped it out.
Now I need to hammer getting large file downloads to see if they corrupt or not.

Well swapping the cable only worked for about 4 hours

On to removing all of the STB's in the house.

Electrician came tested outlets and house ground, everything okay.
Nework cable installers came, coax lines are good.
Both think the ONT or splitter are bad.
Another call to Verizon tech support, tech will be there this afternoon to swap both

Verizon came out within an hour (because a tech was in the area) on Thursday.
Replaced ONT and splitter, no problems yet.
