Getting billed after 2 years of no billing notices for account at previous residence!!!!!!

From 2016-2018 I had Verizon internet at a previous address. In 2018 when I moved out, I called a Verizon agent to walk me through the transfer of the account. This agent informed me that if a person is still living at the same address, a new person can take over the account as long as they have the account number. I was misinformed by this agent and I did not realize at the time that this was not the correct way to transfer an account as doing it this way means my SSN is still connected to the account. From 2018 onwards, I had no idea my SSN was still connected to this account and all the contact information on the account had been changed to someone else. In 2020, new tenants moved into the house and stopped paying the Verizon bill. Verizon continued the service until 2022 (due to the pandemic, as they told me) without receiving a payment for 2 years. Thus, a VERY large bill was accumulated. During this time (end of 2018 - beginning of 2022), Verizon did not send any notice of the accumulating outstanding bills!!!!! I called customer service to confirm this. Because my SSN is connected to this account, I am being held responsible for this bill. How is it legal to require someone to pay a bill that they did not receive any notice of for 2 years???? This is criminal activity on Verizon's part. You cannot neglect to give notice of bills accumulating for 2 years and then finally think to come after someone!!! 

 
This has been an awful experience, I have been bounced around from customer service agent to agent, all of whom are giving me completely contradicting information. This all started back in 2018 when I was misinformed regarding how to transfer account ownership! Verizon, you need to take responsibility for your mishandling of this situation. 
 
The funny thing is, I do have a completely separate account for my current residence. This account is active, everything has always been paid in full. However, how was I able to open this new account when my SSN was already connected with another account??? How was I not able to see that I had another account entirely???
