How do you get router issues resolved?

I'm trying to get to app.e2ma.net, and it doesn't work from the verizon network, but works fine from other networks.

They both seem to hit 130.250.160.105, yet pings from verzon don't work, and pings from the amazon network do. 

Do I just hope the owner upstream of 130.250.160.105 discover the problem and fixes it?  Is there any way to get this resolved?

Just an update contacted the owner of the router in the middle and the endpoint, someone fixed something because it started working....nobody has claimed responsibility.

You may try sending an email to the address look up.

however often times certain domains are blacklisted or on a RBL and all traffic dies in their space. But I just don’t know which.

Lovely, still not working from me, and I've tried from two different locations on the FIOS network and both fail.  On the plus side I did get a response from vxchnge.com, they tried rebooting a router, but that didn't seem to help.
