are you using your public WAN ip address when not at home or connected to 3g/4g?

If you have AT&T as your provider I know that they block a lot of non-standard ports on their 3g network. That could be the reason while it works connected to WiFi but not 3g

create a port forward with the specific address that your camera has, in advance click on web server (you might have to first click "show advance services"). Forward to port "same as incoming port". Then click on add.
