The programmatic solution, that is likely to work with most routers and without relying on the good graces of external services, is to use UPNP.
There are Perl-extensions for UPNP, or you can use the upnpc-program from the miniupnpc-package. For example:
upnpc -s | grep ExternalIPAddress
