How to set simple QoS to prioritize all traffic to an IP?

I just got Verizon FiOS and the QoS page looks complicated. I just want it so that all traffic (incoming/outgoing) is prioritized towards 1 host on the network first. How can I set just this? I have no idea which device to pick or what DSCP is.

Actiontec MI424 WR QOS PDF File.     

walk through using the older firmware, but it should be a good launching point with minor changes that you'll have to play with.

use what i did as a template, only change your IP address.

specifically step 4 (QoS settings)
