I think I am also experience congestion on the level 3 interconnect. My web service (DNSEXIT.COM) is accessed via level 3 (as shown on the traceroute). Our connection over FIOS is flaky - sometimes it works, sometimes it times out. When we access the same web service on our cell phones through 3G (not Verizon) it all works fine.
Are other people experiencing issues like this? It's really annoying and it's making me considering switching to another ISP.

If you look at that traceoute, the lag and timeout is happening outside of the Verizon network.
