Yes the penelty drops every month. It will be in your contract/terms of service which if you dont have a copy should be listed in your online account with how much.

Since you only have a year and a month left most likely it will be around $135-$145.

When I moved to another Verizon FIOS served house, there was no fee.  If you know you can't get FIOS service at your new residence, this obviously does not apply to you.  I've never moved outside of FIOS service area (lucky me I guess) so I don't know what options you have other than just paying the penalty.

This also doesn't apply for you, but you mentioned wireless: As for wireless service, we had a wifi dongle that we were paying $70/month in a 2 year contract.  About 4 months before it ended, we weren't using it and we wanted to save a little bit of money.  We were able to reduce (reclassify) service for that number (SIM) down to a (non-usable) standard phone classification with minimum service at which point we were paying $5/month for the duration of the contract.  Then we cancelled it at the 24th month.
