Need open UDP 5060 on the server 130.81.185.80 for VOIP phone

I'm using VOIP phone with Verizon fios internet router. 

I called several times with technical agent and everybody said Verizon does not block any port except 80 and 25 

so, I considered port forwarding to opening UDP 5060 for my VOIP phone. and 

I did correctly port forwarding from my phone IP address any to UDP 5060.

when I tested the nmap to check open the UDP 5060 is opened, my phone said it's opened.

so, it means my phone is ready and Itracedlikebelow

I tested every gateway went through to the phone company. 

But, the one of routing server G0-9-1-7.WASHDC-LCR-21.verizon-gni.net [130.81.185.80] is failed to open UDP 5060 , 

I supposed thie server blocked UDP 5060 which my VOIP phone never worked.

May be, out there ,many customers like me complained about this kind of phone does not work since April of this year. now its almost end year.  ifit'snotfixed, peoplehavethissameproblemwillleaveVerizonsoon

Please advise this issue  i think it's beyond the setting of Router  

To use this VOIP phone, below port surely open end to the lgdacom.net 

UDP 5060 

UDP 20000~ 60000

TCP 10080 

but most important pot is UDP 5060 !!

VZ does not block any inbound ports (including 80 and 25).

The FIOS router does block all inbound ports by default.

If NMAP is showing the port closed from outside, then your port forwarding rule is not correct.

Actiontec's port forwarding is not intuitive.

Source port must be ANY,

Destination port should be 5060.  This is the outside port on your router.

Target port should be "Same as incoming".  This is the port on the device you want to connect to.

Please post a screen capture of your port forwarding rules.

I would expect a rule to forward upd 5060 port to look like this, and mine woks fine.  However I am using some ancient VZ router from many years back a Westell 9100em

Not sure what the other stuff in your rule is about

yes, Mine is also looks same. I don't see what's difference your setting and mine but my point is the trace to the my VOIP server cannot reach it. looks like one of gateway in verizon is blocked on 5060 UDP port. 

I think it's not problem on my port forwarding setup.  I keep pointing the one of server's port was blocked. but I don't understand why I keep checking my 5060 is opened or not. it's opened. that's why I put screen capture of NMAP on aboves. 

Please let me know if I need to fix this on my router, but looks like It's beyond of my setup on Router.
