Odd internet speed issue

Of late I've noticed that my speeds to sites and servers hosted near to me are abysmally slow for what my internet package advertises, this problem does not occur when checking with servers on the west coast, for example.

Let's start with some test results from testmy.net.

Using a D.C. based server, geographically closer to me: http://testmy.net/db/DZ9pkiM.uNCY3V1

Using a Seattle based server, across the country from me: http://testmy.net/db/DtwJyAS.AWbOwe4

Seems a bit strange.

I then traced the route to the site I first noticed the speed drop on and got... A lot of request timeouts, a majority of request timeouts.

I'd be more than willing to chalk it up to a problem on Twitch's end if it wasn't for the fact that across the board I have better immensely better speeds to further destinations. Is there some kind of larger network problem going on here?

Seems to say so, however with a problem of this size (also reporting problems are Comcast and TWC users) it seems to not be Verizon, but some larger piece of network infrastructure?

Update: Some poking around has revealed an Amazon data server bit the dust somewhere in Virginia, which seems a likely enough cause to me, particularly in the case of Twitch which is owned by Amazon.
