Is there any thing I can view that will tell me exactly what internet speed I am receiving. The only thing I know of is by putting my mouse over the litte "bars" icon in the lower left of the screen. It says "Speed: 54.0 mbps". It said that before, and now it says the same thing after my internet speed was supposed to have been doubled. ???

Back to this part of the question, there are several ways to test speed..... One of my favorites is http://speedtest.net/ as previously mentioned.
Just keep in mind that your speed is determined by the slowest part of the network path including the server at the other end. Most likely you are getting the FIOS speed from your router to the CO.

If you wish to test your speed from your location to Verizon, use this link. http://www2.verizon.net/micro/speedtest/java/
This will test your speed on the Verizon network without some of the bottle necks you may run into with other servers or paths.
If you want more ways to check it outside of Verizon, you can look here. http://ndt.anl.gov/ This site has a speed test and links to other speed testing sites.
