Problems connecting to my web hosting ftp site

Hello,

I am a web designer.  I use 2 different hosting services (Domains Priced Right and IX Webhosting)  and I am have issues connecting to IX's servers via FTP.  DPR is fine.  Of course I open a ticket with IX and they told me to contact my ISP.  Rather than going back and forth I figured I would ask people who know what they are talking about.  Well anyway everytime I try to connect my ftp site I get the error:

 

ERROR:> [06/18/2009 11:39:34 PM] The remote host actively refused the attempt to connect to it.

 

I can connect to 3 or 4 other FTP servers with out a problem and I can connect to sites (that are on this same server) using FP Extensions with out hitch.   IX had me run a trace route and here is what I got:

I like the flexibility I have IX and I don't want to move all my sites over but this looks to be my last resort. 

Any thoughts?

I think IX is giving you the runaround. This looks like a blocked IP address problem.

Ask IX to unblock your IP address.

Verizon is getting your data out past the Verizon Network, so they have done their part.

To prevent denial of service attacks, many servers are programmed to ignore pings.

However you are getting an active refusal, as opposed to no response.

What has happened is as large providers roll out large numbers of new customers, they have to get large numbers of IP addresses. Often it turns out these newly acquired IP address have an unsavory past, i.e. they were used for hacking and/or denial of service attacks when they were unassigned. They are now assigned to Verizon, but as far as the servers are concerned, they are still black listed for things that went on in the past.
