I've been experiencing random very high pings. My down and up would be 2/0.75. If you also have the same issue and have tried everything I might have a solution.
Some games (the notorious one is League of Legends) require you install Pando Media Booster. I uninstalled it and my internet has been stable. It won't mess with your games. It's used to make them download faster. Pando seems to hog a lot of brandwith. It might not work for everyone since when I got a new computer it's the first time I had an issue with it; my old computer had it as well.
It's just a program that you can uninstall in the program list. Hope this helps anyone since it's been a pain for 2+ weeks for me.
