Slow Upload at Night in MD

We’re been on FIOS 15/15 for 8 months. Our download is consistent at 15+ but we have had very slow upload speeds (< 1.0 mbps) in the evenings for the last couple of weeks. The upload is all over the place:  from 5 up to 17 in the daytime down to zero at night. All 5 home PCs are hardwired.  I just tested (5:30 pm) at 15.4 download and 12.3 upload on the Verizon test. 

Verizon support rebooted router and did factory reset on two different calls. On Sunday, the Verizon tech came to our house and replaced both the router and ONT. On the Verizon tech’s tablet the upload speeds were good but our PCs were still getting only 1 mbps or worse at 6pm.  Next day the upload was back up to >10 - on all 5 PCs. The slowest speeds are usually at nights and weekends.

The Verizon NDT test results do not agree with the Verizon speed test. Our PCs showed upload > 12 on the Verizon NDT test at the same time the Verizon speed test is < 1.0. 

No changes in hardware, NICS or firewall (windows). No TV plan.  Swapping LAN cables directly into router had no effect.

Any suggestions on how to get this fixed?

No resolution yet. As usual, speed test is good in the morning (15.4 down / 13.3 up) .

Just ran a speedtest at 2:22 pm today and upload is practically 0:

15.3 down / 0.56 up  on Verizon 

15.6 down / 0.60 up on Ookla. 

Also ran Verizon NDT (Network Diagnostic Test), and per usual, it shows every thing is OK.  If this is what Verizon is looking at they can not see the problem:
