I got 20/5 test out fine
ma pc brand new
protection turn on/off when test..come out fine
BUT~!
when i download some thing from any web any...
its show me that i never go over 3.0mb/s not even close to 2.9
so is this normal or wth is this mean??

You should max out around 2.5 not 3. But a good 95% of web sites you will not get that kind of speeds. You will from Microsoft.com, and some of the bigger sites. But only a handfull of them.

Speeds from providers are measured in Mb/s. When downloading from the internet, the speed is measured in MB/s. 8Mb/s = 1MB/s
So, 20Mb/s comes out to 2.5MB/s while downloading.
