Unable to change Services

I'm looking to upgrade my FIOS Services from MyVerizon.  Web mail, these forums, FIOS VOD and many other websites all work fine.

I'm looking to see what my renewal offer is since my contract is up at the end of the month.

Dear Sir or Madam:

I talked to an agent at Verfizon last month, regarding the Premium Technical Support I was billed for.  I ordered this in error and thought I could undo it.  My husband did not order this!  The agent told my husband this amount of $14.99 would be removed from our bill, after he submitted a doctor's statement due to his illness.  Is this amount deducted from my invoice?  I viewed our bill on Page 2 and it looks like the amount is deducted and added back on our invoice.  I just want to make sure that we are not being incorrectly billed for this amount of $14.99. 

We do not require this Premium Technical Support.  We are on a fixed income and it we can't afford to pay this every month.  It will cause an undo burden to my husband's health if we are billed for this amount each month.  Thank you for your time and attention.
