I have Fios. My speed tests are returning 30+ Mbps download speeds. But any site that is secure, loads so slowly that most of the time they fail to load. I ran the PC Optimizer tool and it made no difference at all. Any Ideas how to correct this issue?

I don't notice that issue at all. A few possible ideas that come to mind.
Have you tried:
A different browser?
Running your browser in no add-ons mode.
(Very temporarily) disabling an firewall and/or anti-virus software?
Manually setting your DNS server to different and faster ones that are selected automatically?
Do you have a URL or two you could provide to see if anyone else sees the same issue? It's possible those sites are just slow.

did try a couple different secured sites. It sems that the issue is related to a couple of sites and these specific computers. From an off site location, the sites opend just fine.
I am thinking that it may be related to a corrupted crpt32.dll
I may bring in an outside computer, connect to the network, and then try to access the site.

When I try to open the URL you provided I get a security certificate error warning. The warning says the certificate being used by that site is issued to another site.
Maybe that's causing the problem you're experiencing.

The site is used to manage apartment complexes. It's a service that our properties use to run their business on. All of our properties get this certificate warning. We just continue to the website. This is the only property office that is getting errors when continuing on to the site and trying to login.
I suppose that it could have something to do with the issue we are experiencing.

Well, I feel pretty confident in saying whatever the problem is it doesn't inolve FiOS.

When you visit an https site - does it appear in the Internet Zone
or have you added sites to the "Trusted" zone ? I would probably
start looking at how your IE Zone security settings are configured.
