For a week now I couldn't connect to gbatemp.net (88.190.23.245). The connection attempt times out. I can connect fine through 4G/LTE and I already checked with the site's admin that my IP is not blocked and there have not been any reports like this recently.
Can anybody else using FIOS access this site? Is it being blocked? I'm disappointed that I'm having this kind of problem after switching to FIOS.

The site is working Okay on DSL for me here. Are you able to ping/traceroute the site and if so, how far does it make it before timing out?

My guess is that it is your current IP address that is causing the problem. Do you know if it changed just before you started having trouble getting to that site. I can get to it just fine. My bet is that your IP address changed, and the one you now have was formerly used for SPAM or something nefareous, and is in a BOGON filter somewhere that has not yet been updated, and that is blocking your access.
I suggest you turn off the router overnight or for at least a couple of hours, then turn it back on and try again. The odds are very good you will get a different IP address and all will be well.
You can search here on the Forums for information on Bogon filters, or Google it, and you will find lots of information about this problem.
I hope this is your issue, because the fix is simple, get a new IP address.

Thanks for your replies, everyone. According to the traceroute it looks like the connection is indeed being dropped by some remote server very close to the site's IP block. I'm not able to ping the site.

I'm not sure whether or not my IP changed recently. I'll follow Justin's suggestion and try to get a new IP. Hopefully that will solve this problem.

It seems I can only get new IP addresses in the same /24 IP block and gbatemp.net is not accessible from that whole block. Is there any way I can get a different IP from the whole /16 IP block, or is this not possible the way the FIOS infrastructure is designed?

There's no manual way to do it, It's luck of the draw.
If you release your IP - leave it off for 5 minutes so it gets cycled into the mix, you typically get a new range.
IE I did it earlier this year and went from a 72.x.x.x. IP address to a 108.x.x.x. Ip address
That should be sufficient, but there is no way to force that to happen manually.
you can simply 'try again' or email the site admin and advise him that theiri filters are filtering out verizon subnet xyz, and see if they can check it.
- make sure to immediately disconnect your router after you release your address.
- be patient, leave it off for 5-10 minutes so your ip can cycle back into the pool.
- reconnect and check your ip again.
