Wireless connection on VLAN lease expires immediately

Hi - I'm setting up a separate wireless access point on my FIOS network to handle guests and keep them separate from my primary network.  I successfully set up a VLAN using it's own subnet.  It's connected to one ethernet port so that anything on that port is on a separate VLAN.  I'm using an extra actiontec router, configured as a wireless acess point, with DHCP server disabled.   The access point itself was given an IP address in the primary network.  (ie it's address does not fall in the VLAN range - that seems to make sense). . 

Devices are able to get an IP in the VLAN range and they show up briefly in the connections list in the router - but they expire immediately  - so the device keeps receiving an IP and then disconnecting, requesting it again, etc.  

Feel like I'm almost there but I'm missing something - any thoughts ?

What happens if you turn on the DHCP server on the 2nd access point?
