Background electronic tones during loud parts of broadcasts.

I have been noticing a very disturbing series of musical tones in the background audio on different channels

for different broadcasts.  It occurs during Letterman when the crowd is applauding, as well as sporting

events like football when the crowd cheers loudly, and happened during the Emmys.

 

What are these tones? Who is broadcasting them?

 

Most importantly, how can they be removed so I can't hear them anymore?

I hear it too, it's very annoying!!!  I'm hearing it right now on FOX... and i don't even have verizon as my provider.
