Maybe Techman can elaborate on this, but this is what I heard. I have no idea what half of it means.
I got the list from a very reliable source, GOOD GUY!
It fixes currently unavailable on QIP7216 90% of the time. QIP7xxx activation failures. Fixes problem with some DVRs rebooting. Fixes lip sync delay. QIP6416 Hub Failures. Fixes recording indicator missing. Channel logo bleeding. Fixes EBIF application launch (The user was unable to launch the interactiveapplication (EBIF) when viewing encrypted servicesand channels).Features and applications added are Menu support, internal search, mode settings (Modes settings have been disabled by default by design. Modes users will now have the settings choice enabled), games (support for scaled video capability while playing
resident games will be provided), Web remote icon and logo appearance (The Web Remote Application will now display the record icon for active and scheduled recordings.
The Admin Console will now have the capability to publish Logos regardless of content size).

The location for the VHOs is just where that particular VHO is located. For example VHO9a is in norfolk but services Norfolk, Hampton, Newport News, Portsmouth, Chesapeak, Suffolk and Virginia Beach.
EDIT**So if i had to assume, Staten Island would be served out of VHO5 in queens. Don't hold me to that because unless you live in the same city I cant tell which VHO your on without pulling up specific line information.
