Disable access to DVR from set top box

Trying to find out if there is a way to block access to a DVR via two scenario.
1. We have to DVR's in the house. Can one of them be self contained and what's recorded there only be viewed there and not from the other TV's in the house.
2. Can I have one whole house DVR with multiple set top boxes but restrict access from one of those set top boxes. I don't want it to record to or view content on that DVR.

I would’ve to know how to do the second senario and just block one dvr box from viewing or recording.
