DVR Issue

We have a high def DVR.  The cooling fan is always on, even though we only watch a few hours of TV in the evening and then turn the DVR off.  Is this normal?

Sure it's not the Hard Drive spinning?  The hard drive is always spinning regardless if the box is on or off.  You will notice the DVR will even record shows if the power is off.
