All of sudden, when trying to watch a recorded progam. i.e. "Smash", it will play a few seconds then a black screen with white letters: "protected program tv 14" ??

While I don't have personal experience with this issue, it sounds like you have your parental controls set to block this content.

Try resetting them even though they're off. Run the parental controls wizard in the Setting menu. If this doesn't solve the problem, reset the STB. If that doesn't work, perform and autocorrection of the STB.

All that was done.... still stopping every recording after a few seconds and displaying 'locked program.'

If you only have the problem viewing recorded programs I doubt parental controls are the issue. It seems that would block the viewing of live TV as well.
Try going through the customer support tab in the settings menu. I would start with the "Fix FiOS TV Isssues" then try some of the other options under the In-Home Agent if that doesn't help. If none of the options there solve the problem you will need to call customer support.

Well.... I ended up talking 'live' with a tech from this website. He tried to fix it, sending commands, etc. Nothing worked. He decided I need a ew STB. Evidently so... because now it's doing it on all channels, anything listed in the guide. That means I've lost all my previous recordings, too.

If you haven't tried it already, I would turn the parental controls back on, then go setting by setting within parental controls making sure that each option is set to reset/unlock/show all. If you can't get your box to stop acting like it has parental controls turned on, at least you might be able to watch your recordings while you are waiting for your new box. Also, if you are using a MRDVR, make sure you are setting both the DVR and the box you are watching. Can't hurt to try.
