The annoying info banner that appears and takes up half of the screen should appear at the customers discretion and not Fios programming. There have been complaints for years and the subject falls on deaf ears
If you are referring to the Information Bar that displays at the bottom of the screen when you change channels, this covers roughly 1/3 of my screen and was one of the worse ideas in the IMG1.9 update. While you cannot decrease the size of the bar, you can change how long it displays. You can even turn it off for channel surfing.
To change how long this bar displays in most instances, follow one of these paths:
Menu > TV Listings > Settings > Info Bar Time Out > (Highlight your choice) > OK Menu > Settings > Television > Info Bar Time Out > (Highlight your choice) > OK
You can set it between 2 and 15 seconds.
To change how long this bar displays when using the CH+/- button, follow one of these paths:
Menu > TV Listings > Settings > Channel Bar Time Out > (Highlight you choice) > OK
Menu > Settings > Television > Channel Bar Time Out > (Highlight you choice) > OK
You can set it between 0 and 15 seconds.
These settings are not perfect. The bars that display during playback seem to have a mind of their own.

Thank you very much! I will try these settings. I spoke with 3 different on-line chat help personel and came to the conclusion and was reserved to the fact that this is just the way it was (programmed) and could not be changed.
