is it true that verizon is no longer offering new fios service because they have stopped extending the system?

I think that is regarding areas that don't already have FiOS - are they building out in those areas, and from what I read that is either a no, or VERY VERY Slowly. 

In their existing fios areas they are actively selling and getting new customers.
