Is it normal to have occassional issues with freezing and pixelation on SD channels when the HD verisions work fine? This has happened twice this year.

No that is not correct behavior. Could be an issue with the local feed. Does it happen to any other SD channels or just the local? Have you tried rebooting the box you are having the issue on? Also undo and redo all coax connections and see if that helps, sometimes they get loose or slightly corroded.

Local SD and HD operate on different frequencies which is why the SD pixelate and HD don't. If you are experiencing pixelation you have a bad RF signal.
Now the problem is that it could be anything from the ONT, cabling, splitters, or the box itself. If still having issues after tightening your connections and rebooting you will need to schedule a technician visit.
