When I tune to stations below 502 they blink in and out. I have unplugged TV and receiver and plugged back in to see if that would reset TV or receiver, but that did not work. Any suggestions?

Does it happen on all STBs?
What type of TV do you have?
How does it connect to STB?
Everything below 500 will be SD.
ALMOST all channels below 500 and below are SD channels. not sure how that effects your problem. In a few areas, NY for one, at least one local HD secondary channel is in the 400's.
