Kudo's for the CEC answer! It seems to stop the STB form turning on the TV. It also appears that the smart TV's are being too smart so the the solution is a multi-step process.
Bottom line: Fix the CEC then fix your individual TV's quirks.
We have the same issue and as well as others and are counting the days until we can go back to our old service provider. We have been nothing but disappointed with Fios since switching about 6 months ago.
