Need to report somebody from Verizon

Somebody over verizon is abusing there internet. This person is threatening to DDOS multiple people and has keyloggers set up on different FTPs stealing various others personal information! This user is an issue to many over the world wide web and I would like to find a way to report him to Verizon. Can anybody help?

The things that you have said confuse me.

he set up keyloggers on FTPS that are stealing pplz info ?

that makes almost no sense.

I also could have sworn that DDOS attacks are only against web servers.
