Verizon has no control over taxes.
Those are levied by the government.
As you can tell, local, state and federal governments have all found cable and cell to be cash cows for taxes.
Verizon just passes them through (just like sales tax at the store).

Some of the fees aren't pass troughs. The "FDV Administrative Charge," "RSN Fee" and "Regulatory Recovery Fee" are all at Verizon's discretion. Verizon tells us they are to cover costs associated with these services, but they are not taxes or fees levied by government. Verizon has chosen to break these items out as separate costs rather than bake them into the base price of the service.
Unfortunately, Verizon is no different than other large service providers in this regard. Our only choice is to forgo the services these fees are associated with.
And don't get me started on the "gross receipts tax" some states levy. The war of 1812 was paid of a long time ago....
