Hacker is jamming my IP address!

A friend of one of my friends who lives in California keeps jamming the IP addresses of people I know, as well as myself. This causes my internet to be disabled for quite some time. I know this is a felony offense and I want him to be served justice. I have his cell phone number and I'm fairly positive I can get his name and address. How do I go about reporting him to the authorities?

#1 Please send all abuse reports to abuse@verizon.net.

#2 Send the full logs of what your router / software firewall logged to that address.
