Internet speed throttled

I am currently paying for a 3.0 mbps connection. This is already unbearably slow, but I live in a town of 1000 people so I don't have any problems with that. What I do have a problem with though, is that my connection has been throttled to less than 1.0 mbps now that I am forced to attend school over the internet from home. This is less than the absolute minimum they are allowed to give me on my plan, and I am unable to actually "attend" a single one of my classes. Normally it would take me about an hour to download 1 gb, but now it is about 3 and a half. I do understand that there is high strain on the entire network right now, but this seems a bit ridiculous.
