How to route or block an inbound call based on Caller ID on my Home Phone 2.0?

Looking at my copy of the FiOS Digital Voice user guide, on page #17, the guide talks about Anonymous Call Rejection and the procedure for setting up Call Block.

The guide mentions that there is a limit of 10 telephone numbers that can be added to the list.

Anonymus Call Rejection?

I am asking how to block call based on Caller ID. Has nothing todo with phone number. Number in my case is fake does not exist.

For example how to block caller with the Caller ID: "FRIENDSVILLE MD". It's phone number is not in service, no sence to block it.
