Land line long distance plan

Mother is living in remote area where Verizon cell phone service is unreliable. no internet service. Trying to add long distance to current Verizon copper line landline. fios not available in my area. 2 options available: (1) Basic Rates for $13.99 (2) Verizon Five Cents Plan for $14.99. Trying to figure out what the details of each plan to make an informed decision as to which plan to go with so there won't be any "surprise" charges on bill. Have tried in vain to search internet for info; chatted with online Verizon rep; have spent hours on hold and talked to three Verizon customer service reps on phone; visited Verizon store. apparently because the plans are being grandfathered out no one is able to access this info. anyone else out there have either of those plans or have knowledge of them?
