Telephone line replacement?

When it rains, the line stops working. A tech came out and went to a box down the street and made some moves and that didn't help. Perhaps because it wasn't rain when he came out to work on the line. He said that it most likely is the line attached to the house. He said that Verizon won't fix that. He said that Verizon will charge for that line to be changed. He said it was very easy. He said that the whole line needs to be changed along with the jack.

So my question is, is this difficult and how can this be done? Is any diagram?

We run into this all the time.  It's usually the wires run outside the house that get a nick in them.  When it rains, the water soaks into the crack and shorts out the conductors.  Hopefully he installed a Network Interface (Nid).  There you can test your phone and run new wires from it.  Here are a couple of links that might help you.  You can get any materials like phone wire and jacks at your local hardware store or walmart.

The other option is to get inside wiring maintenance from us.  It's like an insurance policy.  If your wire is bad, we would replace it.
