Charge for returned equipment. Have receipt. Been calling every month since Feb.

Returned router at Verizon store with receipt. Called Verizon every month since February. Each time they said the charges will be taken care of. Was told they did receive the router and will escalate issue on last call. Charges on bill again with late fee every month since. Is there any authority I can contact to resolve this issue? I'm tired of being penalized for their own system inefficiency.
