Haven't received refund of remaining balance

I cancelled my Verizon Fios services 3 months ago. The customer service told me that I would receive the remaining balance in about 2 months. But after 3 months, I still haven't received it. Today I got a new bill showing there is a charge. I wonder what the charge is and when I am going to receive my remaining balance.
